Tall sizing adds length in three places at once: the rise, the thigh and the leg opening. That is what stops a 3XLT pair from reading as a 3XL pair with extra fabric at the ankle.
Inseam is where big and tall shoppers get caught. A 2XL jogger and a 2XLT jogger share a waist but the tall pair runs two inches longer through the leg. Order by height first, then waist. Tall joggers and tall track pants both follow that rule.
